The Work Order Number is not a required field, but is used to determine uniqueness. The import works differently depending on if the user provides a number or not.
No Number Imported
If your data does not have a number then every imported record will be treated as if it is a new Work Order and a Number will be generated as configured in the Work Options.
This will result in the Work Order Number being incremented appropriately.
Number Imported
If your work data has a Number value it does not need to conform to the configuration in Work Options.
If your imported Work Order Number is not found in Lucity, it is assumed to be a new record and will be created with the Number you provided.
If the Work Order Number matches a Lucity Work Order record, then the existing record will just be updated depending on import settings (ie, if they have the Allow Updates box checked)
