Lucity's Industrial Pretreatment > Billing module allows agencies to calculate charges for their customers' water usage and for IPT tests performed on monitoring points within their facilities.
Some of the data used to create Billing records comes from Monitoring Point Testing > Test List records and Parameter Setup records. Data about water usage and applicable billing credits or fees must be entered by the agency.
Common Tasks
To open this module, select Environmental Compliance > Industrial Pretreatment > Billing.
In the IPT > Monitoring Points module, click the button to expand the Monitoring Point to which you want to add a Billing record.
Select the Billing grid and click the button. The system opens a new Billing record with the ID for the related Monitoring Point.
Select a Facility Number and Date.

Method 2: From the IPT Monitoring Point Billing Module
In the IPT > Billing module, click the button. A new record appears.
Enter or select the appropriate IPT Facility (required).
Select the desired Monitoring Point (required).
Enter the Date (required).
The Facility Number, Monitoring Point, and Date fields must form a unique combination.

Filling Out the Record
Complete the fields in the first column of the Volume and Costs section of the form. These values are necessary to calculate the Net Billable Flow for the Monitoring Point. (See field definitions.)
Enter measurements for the Water Meter Reading, the Metered Effl Vol, the Well Water Vol, the Tank Discharge Vol, the Hauled Water Vol, the Metered Storm Vol, the Calc Storm Vol, and the Metered Sanitary Vol. Lucity adds these figures to determine the facility's water usage.
Enter a measurement for Non-Sewered Water, as well as for the In-Process Credit, the Evaporation Credit, or the Irrigation Credit, if applicable. Lucity subtracts these values from the sum calculated in Step 1.a. to determine the Net Billable Flow.
Complete the fields in the second column of the Volume and Costs section of the form. These values are necessary to calculate the Surcharge Value. (See field definitions.)
Enter measurements for the Metered Process Flow, the Metered Sanitary Credit, the Calc Sanitary Credit, the Metered Storm Credit, the Calc Storm Credit, and the Non Process Flow. These values represent liquid credits and are thus subtracted from the Net Billable Flow.
Enter the Process Flow Surcharge, if applicable. This figure is added to the Net Billable Flow.
Complete the fields in the third column of the Volume and Costs section of the form. These values are necessary to calculate the Total Charges. (See field definitions.)
Add Test records to the Billing record to cover any lab test fees the facility must pay.
The system automatically calculates the Extra Chemical Load fees, if applicable.
The system automatically calculates the Base Charge using data from the VOL Parameter Setup record. Learn more.
Enter the Reimbursable Amount, the Admin Adjustment, the Fine, the Permit Fee, the Septic Volume Charge, and the Septic Oil and Grease fee, if applicable. These fees are added to the running sum.
Enter any Credit due the facility, if applicable. This value is subtracted from the running figure to determine the Total Charges.
Click the button to save the record. The new Monitoring Point Billing record appears in the grid.
Click the button to expand the IPTMonitoring Point Billing record to which you want to add a test.
In the Tests grid, click the button and select Add Monitoring Point Billing Test Record(s). The following pop-up appears:
Select one or more Parameters from the list.
Click OK to continue. The system adds the Test to the grid and adds the Testing Charge (from the Parameter Setup record) to the sum for Laboratory Test Fees on the (parent) Billing record.
