Facility Monitoring Point Billing Fields

The fields described below have special functions. For a complete list of available fields, see the Lucity Data Dictionary.

ID Fields

Facility Number*

Identifies the Facility being billed. The options in this pick-list represent records in the Industrial Pretreatment > Facilities module.

Monitoring Point**

Identifies the Monitoring Point for which the Facility is being billed.

The options in this pick-list are determined by the Facility the user selects.

Date

Represents the day on which the Facility was (or will be) billed.

* Must be unique.

Water Usage Fields

The following fields on the IPT Monitoring Point Billing form is used to calculate the facility's water usage. These numbers should be entered using hundreds of cubic feet as the unit of measure.

Fields Resulting in Liquid Debits

Water Meter Reading

The volume of water delivered to the monitoring point this year through the public water supply system.

Note: Lucity does not calculate this value. Users should calculate the annual figure based on the current water meter reading and enter that amount in this field.

Metered Effl Vol*

Specifies the amount of effluent—that is, wastewater discharged from the monitoring point into a local stream or river.

Well Water Vol

Indicates the volume of water the monitoring point obtained from an on-site well.

Tank Discharge Vol

Specifies the volume of water released due to the failure or overflow of a storage tank.

Hauled Water Vol

Indicates the volume of water the monitoring point obtained from a commercial water supplier.

Metered Storm Vol

Indicates the measured volume of stormwater the facility collected on property (through rain barrels, detention basins, etc.) for industrial use.

Calc Storm Vol

Indicates the estimated volume of stormwater the monitoring point collected for industrial use.

  • This field serves as an alternative to the previous field and is used when collected stormwater is not metered.

Metered Sanitary Vol*

Specifies the measured volume of wastewater the facility discharged into the sanitary sewer system.

*Most of the fields above relate to water consumption. The Metered Effl Vol and Metered Sanitary Vol, however, represent charges for returning wastewater to the system.

Fields Resulting in Liquid Credits

Non-Sewered Water

Specifies the volume to be returned to a facility to compensate for the wastewater it does not return to the public system.

In-Process Credit

Indicates the volume of water consumed during the facility's industrial processes.

Evaporation Credit

Specifies the volume to be returned to a facility to compensate for wastewater that evaporated (for any number of reasons).

Irrigation Credit

Specifies the volume to be returned to a facility for using its wastewater for irrigation purposes.

Summary Fields

Net Billable Flow

The amount of flow for which the facility should be billed for the year. Calculated as:

Water Meter Reading + Metered Effl Vol + Well Water Vol + Tank Discharge Vol + Hauled Water Vol + Metered Storm Vol + Calc Storm Vol + Metered Sanitary Vol - Non-Sewered Water - In-Process Credit - Evaporation Credit - Irrigation Credit = Net Billable Flow

Water Usage Credit and Debit Fields

The second column of Volume and Cost fields on the IPT Monitoring Point Billing form tracks water volume debits and credits the facility has incurred, resulting in a Surcharge Value.

Fields Resulting in Credits

Metered Process Flow

Indicates the volume of credited to the monitoring point for water consumed as part of industrial processes.

Metered Sanitary Credit

Indicates the measured volume credited to the monitoring point for any wastewater it did not send to the sanitary sewer system.

Calc Sanitary Credit

Specifies the estimated volume credited to the monitoring point for any wastewater it did not send to the sanitary sewer system.

  • This field serves as an alternative to the previous field and is used when wastewater diversion is not metered.

Metered Storm Credit

Indicates the metered volume credited to the monitoring point for any stormwater controls it has in place.

Calc Storm Credit

Specifies the estimated volume credited to the monitoring point for any stormwater controls it has in place.

  • This field serves as an alternative to the previous field and is used when collected stormwater is not metered.

Non-Process Flow

Indicates the volume credited to the monitoring point for wastewater that was sent to the sanitary sewer system that was used for purposes other than industrial use (e.g., toilets/sinks, laundry or showers, kitchen, cooling towers).

Fields Resulting in Debits

Process Flow Surcharge

Indicates the volume for which the monitoring point is to be charged for water usage in excess of its contracted volume. Such a charge might be applied in cases in which a monitoring point is not on a metered water system.

Summary Fields

Surcharge Value

Represents the volume of flow to be used to calculate fees. Calculated as:

Net Billable Flow - Metered Process Flow - Metered Sanitary Credit - Calc Sanitary Credit - Metered Storm Credit - Calc Storm Credit - Non Process Flow + Process Flow Surcharge = Surcharge Value

Other Water and IPT Fee Fields

The third column of Volume and Cost fields on the IPT Monitoring Point Billing form is used to calculate monetary fees or credits associated with water consumption, IPT violations or administrative costs. The result of all Volume and Cost calculations is the Total Charge.

Fields Resulting in Debits

Laboratory Test Fees

Represents the dollar amount the facility is to be charged for IPT-related lab tests associated with this monitoring point.

Lucity calculates this figure by adding the Inspection Fee values for all the records in the Tests grid.

Extra Chemical Load Fees

Represents the monetary sum of all charges for excess chemicals found at this monitoring point.

Lucity calculates this figure by adding all items in the Charge column on the Extra Chemical grid.

Base Charge

Represents the dollar amount due based on the facility's water usage and the agency's usage billing rate.

Lucity calculates this figure by multiplying the Net Billable Flow by the Testing Charge assigned to the required VOL parameter in the Testing Parameter Setup module. Learn more.

Reimbursable Amount

Represents any other credit that decreases a facility's bill: for example, a credit for having rain barrels or a rain garden on site.

Admin Adjustment

Represents an adjustment made for administrative purposes that increases a facility's bill: for example, a late fee.

Fine

Indicates the dollar amount, if any, charged the facility as penalty for water-related infractions.

Permit Fee

Specifies the dollar amount charged annually for water- or IPT-related permits.

Septic Volume Charge

Indicates the dollar amount charged for removal/processing of septic sludge.

Septic Oil and Grease

Indicates the dollar amount charged for removal/processing of oil and grease collected via septic tank.

 

Fields Resulting in Credits

Credit

Represents an adjustment made for administrative purposes that decreases the facility's bill: e.g., a reimbursement for a previous billing error.

Summary Fields

Total Charges

The total of all charges found in this billing cycle. Calculated as:

Laboratory Test Fees + Extra Chemical + Base Charge + Reimbursable Amount + Admin Adjustment + Fine + Permit Fee + Septic Volume Charge + Septic Oil and Grease = Total Charges - Credit.
